		<description><![CDATA[This week the government of Colombia is launching an advertising campaign in Europe to publicly tackle the demand side of the War on Drugs equation, no doubt hoping that it will be more effective than its war on supply. 

Going for a visual, as opposed to a literal, bang, it is planning to tie in the increasing consumption of cocaine by Europeans with the deleterious effects associated with its current production in the South American nation.

The ads, which the Colombian government hopes European governments will pony up to fund their placement on billboards and in public transport systems, will <a href="http://news.moneycentral.msn.com/provider/providerarticle.asp?feed=FT&#38;Date=20061027&#38;ID=6145224">feature</a> such images as a European suit with "an over-sized nose â€“ alluding to his cocaine habit â€“ laying landmines in a field. Another shows him wielding a chainsaw on a charred, deforested hillside."

		<description><![CDATA[HM Revenue &#38; Customs has issued a <a href="http://www.gnn.gov.uk/content/detail.asp?NewsAreaID=2&#38;ReleaseID=230890">press release</a> detailing the UK government's plans to fine tobacco companies who don't do enough to ensure that <a href="http://rehabology.com/node/199">cigarettes</a> and hand rolling tobacco are not <a href="http://rehabology.com/node/17">smuggled</a> into the country, depriving authorities of tax money. 

Tobacco companies will, amongst other things, be expected to know "their markets", only supply them "in quantities that reflect legitimate demand", "know their customers" and only supply "those who are legitimate and law-abiding". I wonder if they will be issued with cool tax collector badges as well, not to mention expert lectures on how the market works.

		<description><![CDATA[UK Prime Minister Tony Blair has caught some <a href="http://news.bbc.co.uk/2/hi/uk_news/politics/5309890.stm?ls">flack</a> recently for suggesting that the government should intervene early in the lives of problematic families and teenage mothers out of which children could grow up to be a "menace to society" and "a threat to themselves", even if it means intervening "pre-birth".&#160; 

So far it is all a little vague, allowing veteran Laborite and former MP Tony Benn, to respond that "[t]his one about identifying troublesome children in the foetus - this is eugenics, the sort of thing Hitler talked about." Well, the kind of talk Benn thinks he is hearing actually goes back a bit further than Hitler - see, for example, Edwin Black's <a href="http://www.amazon.com/gp/redirect.html?link_code=ur2&#38;tag=rehabology-20&#38;camp=1789&#38;creative=9325&#38;location=%2Fexec%2Fobidos%2Ftg%2Fdetail%2F-%2F1568583214%3Fv%3Dglance">"War Against the Weak"</a> - but until Blair clarifies what he is on about, the accusations will continue to fly. What we do know for now is that the guardians of potential troublemakers - by definition current troublemakers themselves, including those with troubles of a drug- and alcohol-related variety - could be forced to take some form of "help" before it is too late.

Her son - who for legal reasons has not been named - began using her drugs, which he found around the house. After she discovered what he was up to and didn't take any steps to stop him, she proceeded to go ahead and supply them to him, even driving around Sussex and London with him to score.

He will only be released from the Baldwin County Corrections Center, Alabama, once he has drummed up the finances for the bond and has found a place to live; his lawyer, Jeff Deen, offered to let him stay at his place but U.S. Magistrate Judge William Cassady rejected this option due to "potential conflicts".]]></description>

Well, it turns that he has since then <a href="http://www.bangladesh-web.com/news/view.php?hidDate=2006-07-17&#38;hidType=NAT&#38;hidRecord=0000000000000000117976">confessed</a> to police and a magistrate that he was involved in smuggling the drugs through ghost companies tied to BD Foods Limited, the food import company he is the chairman of. He has secured three months interim bail, although prosecutors have appealed this ruling. ]]></description>
